Identity Verification Support Service Terms and Conditions
Article 1 (Purpose)

These Terms and Conditions (“Terms”) set forth the rights, obligations, and responsibilities between Tomoarrow Inc. (hereinafter referred to as the “Company”) and the user with respect to the identity verification support service (hereinafter referred to as the “Service”) that the Company provides in cooperation with institutions authorized for identity verification (hereinafter “Identity Verification Institutions”) and electronic signature certification service providers (hereinafter “Electronic Signature Certification Providers”). Although the Company itself is neither an Identity Verification Institution nor an Electronic Signature Certification Provider, it collaborates with such institutions (collectively, the “Cooperating Institutions”) to offer identity verification support.

Article 2 (Definitions)
  1. “Company” refers to Tomoarrow Inc., which, pursuant to these Terms, cooperates with Identity Verification Institutions and Electronic Signature Certification Providers by providing technical and business support.

  2. “Identity Verification Institution” refers to an officially designated institution under the Act on Promotion of Information and Communications Network Utilization and Information Protection, etc., or other relevant laws, which develops, provides, and manages alternative methods of verifying a person’s identity without using a resident registration number.

  3. “Electronic Signature Certification Provider” refers to a certification service provider authorized and registered under the Electronic Signature Act or other relevant laws to carry out electronic signature certification services.

  4. “User” refers to an individual who agrees to these Terms and intends to use the identity verification support service provided, mediated, or supported by the Company.

  5. “Identity Verification Support Service” refers to services through which the Company, in cooperation with Identity Verification Institutions and Electronic Signature Certification Providers (hereinafter collectively referred to as “Cooperating Institutions”), introduces, mediates, or provides technical support so that Users can utilize secure and reliable identity verification and electronic signature procedures offered by Cooperating Institutions.

Article 3 (Notification Regarding the Company’s Status and Responsibility)
  1. The Company is not an Identity Verification Institution or an Electronic Signature Certification Provider.

    • In other words, the Company itself does not have the legal or institutional status of an Identity Verification Institution or an Electronic Signature Certification Provider, and therefore does not directly issue certificates or conduct identity verification on its own.

  2. The Company performs technical and business cooperation in a manner that meets the standards required by Cooperating Institutions (e.g., security requirements, procedures, technical specifications, etc.) and acts as a mediator and supporter to help Users effectively utilize the Cooperating Institutions’ identity verification and electronic signature certification processes.

  3. The Company does not directly issue or operate the identity verification tools or certificates officially provided and managed by the Cooperating Institutions. The legal authority and responsibility for these tasks lie with the Cooperating Institutions.

  4. The Company’s role is limited to providing an intermediary platform or technical and business support so that Users can use the Cooperating Institutions’ identity verification and electronic signature procedures safely and conveniently.

Article 4 (Effect and Amendment of Terms)
  1. These Terms become effective when the User who wishes to use the Service agrees to the Terms.

  2. The Company may amend these Terms to the extent that it does not violate relevant laws and regulations, such as the Act on the Regulation of Terms and Conditions, the Electronic Signature Act, and the Act on Promotion of Information and Communications Network Utilization and Information Protection, etc.

  3. If the Company amends these Terms, it will announce the effective date and the reason for the amendment via the service screen or other methods prior to the effective date. If a User does not agree to the amended Terms, they may terminate their service use contract.

Article 5 (Details and Use of the Service)
  1. By integrating or introducing identity verification and electronic signature certification technologies (“Certification Technologies”) provided by Cooperating Institutions, the Company enables Users to utilize the Cooperating Institutions’ official certification procedures.

  2. To ensure the stability and reliability of the Certification Technologies, the Company operates and cooperates on its platform in accordance with the standards (e.g., security requirements, certification procedures, technical specifications, etc.) set by the Cooperating Institutions.

  3. The User undergoes identity verification or electronic signature certification procedures according to the procedures guided by the Company and in accordance with the Cooperating Institutions’ terms of use (or policies). The results, responsibilities, and effectiveness of the actual identity verification and certification process follow the Cooperating Institutions’ terms and policies.

Article 6 (Scope of the Company’s Responsibility)
  1. Because the Company is not an Identity Verification Institution or an Electronic Signature Certification Provider, the legal responsibility and obligations associated with identity verification, certificate issuance, and certification (e.g., handling of resident registration numbers, certificate revocation, validity management, etc.) lie with the Cooperating Institutions.

  2. While the Company is not directly liable for issues caused by the Cooperating Institutions’ system failures, certification failures, or security incidents on the Cooperating Institutions’ side, it will diligently act as an intermediary and facilitate communication with the Cooperating Institutions to minimize inconvenience to Users.

  3. The Company shall not intervene in or bear responsibility for disputes arising under the direct usage contracts or terms agreed upon between the User and the Cooperating Institutions, which go beyond the scope of the intermediary and support services provided by the Company.

Article 7 (User Obligations)
  1. The User must faithfully comply with the guidelines provided by the Company as well as the Cooperating Institutions’ terms of use, policies, and security procedures.

  2. The User must not, without approval from the Company or Cooperating Institutions, reproduce, modify, distribute, or misuse the Certification Technologies.

  3. The User must manage personal identification information (e.g., passwords, device authentication values, etc.) used in identity verification and certification procedures in a secure manner and must take caution not to disclose such information to third parties.

Article 8 (Protection of Personal Information)
  1. In handling the User’s personal information, the Company will securely process such information in accordance with the Personal Information Protection Act, the Act on Promotion of Information and Communications Network Utilization and Information Protection, etc., and the Company’s Privacy Policy.

  2. If certain minimal personal information (or authentication/identification information) is required for the official identity verification or electronic signature process operated and managed by the Cooperating Institutions, the Company may transmit such information to the Cooperating Institutions with the User’s consent.

  3. Any User information that is directly handled by the Cooperating Institutions is subject to the Cooperating Institutions’ privacy policies and relevant laws. The Company is not responsible for any independent processing activities by the Cooperating Institutions.

Article 9 (Disclaimers and Dispute Resolution)
  1. The Company bears no direct liability for issues (e.g., certification errors, service disruptions) that occur during the use of the Cooperating Institutions’ identity verification or electronic signature certification services. However, the Company will actively coordinate with the Cooperating Institutions to assist Users in resolving such issues.

  2. In the event of a dispute between the User and a Cooperating Institution, the dispute shall be resolved in accordance with the terms and policies of the Cooperating Institution, and the Company may offer necessary cooperation as an intermediary.

  3. If a dispute arises directly between the Company and the User in relation to these Terms, the Company and the User shall strive to resolve it in good faith. If no agreement can be reached, jurisdiction may be determined according to the Civil Procedure Act.

Article 10 (Addendum)
  1. These Terms shall take effect on January 15, 2025.

  2. The Company may amend these Terms during the course of operating the Service. In the event of such an amendment, the Company will specify the effective date and the reason for the amendment and announce it before the effective date.
